1,200 km surveyed in 3 weeks, not 6 months

A mid-size municipal network replaced 2-person visual inspection teams with 4 fleet vehicles already on their rounds, and cut survey costs by 73%.

The challenge

Slow, inconsistent and expensive inspections.

The municipality manages approximately 1,200 km of sealed and unsealed roads. Inspection relied on 2-person field teams doing manual visual assessments: a full network survey took over 6 months, and results varied significantly between inspectors.

SEC. 01 / BEFORE

The worst cost was not the crew time. By the time a 6-month survey finished, conditions on the roads inspected first had already changed, so the dataset was stale on delivery and unreliable for maintenance planning. The council was allocating budget against a picture of the network that no longer existed.

BEFORE ROADSCOUT
  • 6+ months for a full network survey
  • Inconsistent results between inspectors
  • Dedicated 2-person inspection teams
  • Stale data by the time surveys completed

The solution

Fleet vehicles became the inspection team.

RoadScout went onto 4 fleet vehicles that were already driving every street on a regular schedule: refuse trucks and maintenance vehicles, with smartphones on standard windshield mounts. No route changes, no additional staff.

WHAT THE SURVEY RETURNED

The entire 1,200 km network was surveyed in 3 weeks. Detection identified 12,400+ defects and catalogued 2,800+ road assets, with IRI roughness scores generated for every road segment. Because the fleet keeps driving, the picture keeps refreshing instead of ageing.

DEFECT BREAKDOWN · 12,400+ EVENTSFIG. 01
Potholes3,180 · 26%
Cracking4,960 · 40%
Patches1,860 · 15%
Edge deterioration1,240 · 10%
Other1,160 · 9%

The results

Maintenance planning moved onto evidence.

With current, objective condition data on every street, the maintenance budget went to the worst 15% of roads first, and every allocation decision had a record behind it.

SEC. 03 / AFTER

AFTER ROADSCOUT
  • Full network surveyed in 3 weeks
  • Consistent, objective defect classification
  • IRI scores for every road segment
  • Maintenance budget focused on the worst 15% of roads first
IN THEIR WORDS

“RoadScout gave us a complete picture of our road network in weeks, not months. For the first time, we could prioritise maintenance based on actual condition data across every street. The cost savings alone justified the investment within the first quarter.”
